Restoring the Fenholloway

The Administrative Order, including the Finding of Facts section and the process water  permit, requires Foley Cellulose to begin construction of the pipeline by March 6, 2019, after completing significant improvements to the mill’s effluent treatment system. With close to $120 million in mill process improvements already made by our company, improved water quality in the river is apparent and we will continue to further efforts.  

The Finding of Facts section which begins on page 5 of the Administrative Order clearly demonstrates that without relocating the discharge, there are no process technology alternatives beyond the ones we are making that would meet Class III water quality standards in the river. We have looked at every viable technology and are implementing those that have the ability to help us meet the standards required by FDEP and EPA.
